Both covered and non-covered dental offices may bind themselves contractually to comply with HIPAA if you are a participating provider with an insurance company that requires HIPAA compliance.
If you are a HIPAA "covered entity", "business associate", or if you have agreed by way of a contract to a HIPAA covered entity, YOU MUST COMPLY.
