ARTICLE III

HOUSE OF DELEGATES

Section 110. OFFICERS OF THE HOUSE OF DELEGATES AND DUTIES:

  1. The officers of the House shall be the Speaker of the House of Delegates and the Secretary of the Association.

    In the absence of the Speaker, the office shall be filled by the President, who shall fulfill all the duties of the Speaker. In the absence of both, the office shall be filled by the President-Elect or the Vice President in that order. In the absence of the Secretary, the Speaker shall appoint a secretary pro tem.

  2. Duties.
    1. Speaker. The speaker shall preside at all meetings of the House of Delegates and, in accordance with Article III, shall determine the order of business for all meetings subject to the approval of the House of Delegates, appoint tellers to assist him/her in determining the results of any action taken by vote and perform such other duties as custom and parliamentary usage require. The decision of the Speaker shall be final unless an appeal from such a decision shall be made by a member of the House, in which case the final decision shall be by majority vote of the delegates present and voting.
